Combine JPG images into one PDF in the right order

Arrange JPG images, choose A4 or Letter pages and margins, then create a PDF with one image per page. Includes checks for order and readability.

How can I combine multiple JPG images into one PDF in order?

Open JPG / PNG to PDF, choose your images and arrange them in the displayed file list before running the tool. Select A4, Letter or original-image sizing, then set orientation and margins. The PDF contains one image per page in that displayed order. Download it and check the page count, order and readability. This creates image pages; it does not recognize text with OCR.

Step by step

  1. Prepare your images and keep their originals. Choose JPG, PNG or WebP files in JPG / PNG to PDF. Use clear filenames such as cover.jpg, page-1.jpg and page-2.jpg to make order checks easier.
  2. Check the displayed file list. Use the move controls beside each file to arrange the intended reading order. Do not assume that filename sorting or the file picker's selection order will produce the order you want.
  3. Choose A4 or Letter for standard paper, or original-image size for pages based on each image. Start with a 10 mm margin. Choose portrait or landscape if you need consistent paper orientation.
  4. Run the tool and download images.pdf. Open it in a PDF viewer, count the pages and inspect the first, middle and final page. Each selected image becomes one PDF page.
  5. If text is too small or the order is wrong, return to the original inputs, change the layout or file order, and generate the PDF again.

A worked example

Local test on Windows with Chromium 155. Three generated solid-color JPEGs were supplied in blue, red, green order. The saved PDF was reopened to check page count and dimensions.

Input order
Blue: 60 × 60 px; red: 80 × 40 px; green: 40 × 80 px
Settings
Original-image page size · 0 mm margin · JPEG quality 90
Output
3 PDF pages · 3,942 bytes
Page sizes
45 × 45, 60 × 30, 30 × 60 PDF points, in that order

The small colored samples verify page count and the dimensions associated with input order. They do not assess the readability of scanned documents or print quality. Review your own PDF before sending it.

Paper size, orientation and margins

A4 pages use approximately 595.28 × 841.89 PDF points; Letter uses 612 × 792 points. Landscape swaps those dimensions. Auto orientation can mix portrait and landscape pages to suit individual images.

Margins accept 0–50 mm. The image is scaled to fit inside the page margins while keeping its aspect ratio, so blank space may remain. Original-image sizing maps each image pixel to 0.75 PDF points and adds the selected margin; it is not a promise about a camera's physical print resolution.

What happens to image quality and text

The JPEG quality setting accepts 10–100 and defaults to 90. Images are re-encoded as JPEG before being embedded, and transparent areas become white. This is not a lossless container for your original PNG or JPG files.

Text already drawn in an image remains image content. The tool does not add searchable text, OCR, editable Word content or accessibility tags. Keep a text-based source document when searchable or accessible text is required.

Limits and a final review

Use up to 20 images, up to 50 MB each and 100 MB total. The MB limits use 1,048,576 bytes per MB. Each decoded image must be within 40 million pixels. If an input cannot be decoded, fix or remove it before trying again.

Before sending the PDF, check its page count, ordering, margins and legibility in the receiving application. For a three-image input, expect three pages rather than a collage on one page. To join existing PDF documents instead, use the PDF Merge tool.

More questions

Can I put all the images on one PDF page?

This tool creates one page per image. It does not offer a collage or multiple-images-per-page layout.

Why do some PDF pages have a different orientation?

Auto orientation follows each image's shape on standard paper. Choose portrait or landscape explicitly if all A4 or Letter pages need the same orientation.
